&lt;P&gt;Palin's stunning announcement raised more questions than it answered: Is she bowing out of public life? Is there a more nefarious reason for her resignation after only two-and-half years in office - yet another G.O.P. scandal in the offing? Or is the woman who tops most G.O.P. 2012 shortlists to challenge &lt;SPAN class=yshortcuts id=lw_1246683521_3&gt;Barack Obama&lt;/SPAN&gt; stepping down to get a head start on her next presidential campaign? Palin took no questions after her unscripted, rambling address, and her comments seemed to hint both ways: that she's &quot;passing the ball&quot; of elected office, and that she plans on working for all Americans, not just Alaskans. &quot;Some are going to question the timing of this and let me just say that this decision has been in the works for a while. &lt;P&gt;Palin's had a rough 2009 thus far, drawing headlines often more suitable for Britney Spears than for a serious politician and gracing the covers of more tabloids than news magazines. In the last week, she's been eviscerated in a &lt;I&gt;Vanity Fair &lt;/I&gt;article that has reduced the &lt;SPAN class=yshortcuts id=lw_1246683521_11&gt;Republican Party&lt;/SPAN&gt; into two camps, Palin supporters and detractors, who slug it out on the cable shows. She's also rankled Republican insiders by accepting two high profile speaking engagements and then bailing out. And then she twice bolted a congressional dinner before finally agreeing to appear, but declining to speak. &lt;P&gt;Perhaps because of these missteps, many &lt;SPAN class=yshortcuts id=lw_1246683521_15&gt;GOP&lt;/SPAN&gt; advisers have urged Palin to keep a low profile, to follow the &lt;SPAN class=yshortcuts id=lw_1246683521_16&gt;Ronald Reagan&lt;/SPAN&gt; trajectory by studying up on the issues, maybe do a listening tour and spend time building relationships behind the scenes. After finishing out his term as &lt;SPAN class=yshortcuts id=lw_1246683521_17&gt;Governor of California&lt;/SPAN&gt;, Reagan spent four years traveling the country, speaking to groups, building support, says &lt;SPAN class=yshortcuts id=lw_1246683521_18&gt;Phyllis Schlafly&lt;/SPAN&gt;, founder of the conservative Eagle Forum. Palin &quot;certainly is the most sought-after speaker on the Republican side at this time. She draws big crowds; anywhere she goes, she's a star. I hope she'll continue that - we need good speakers,&quot; Schlafly said in a phone interview. &quot;It's what Reagan did to great success.&quot; &lt;/P&gt;
&lt;P&gt;But by quitting her governorship, she relinquishes her best platform. &quot;I wouldn't call this a strategy,&quot; said John Weaver, a former top adviser to McCain. &quot;This makes no sense. &lt;P&gt;&quot;바닷물 닿는 곳에 화교(華僑)가 있다&quot;는 말이 있을 정도로 화교들은 세계 각지에 퍼져 있다. &lt;A href=&quot;http://focus.chosun.com/nation/nationView.jsp?id=174&quot; name=focus_link&gt;&lt;U&gt;&lt;FONT color=#0000ff&gt;타이완&lt;/FONT&gt;&lt;/U&gt;&lt;/A&gt;에서 발표된 공식 통계(中華民國 僑務統計)에 따르면 세계의 화교는 3600만 명이 넘는다.&lt;BR&gt;&lt;BR&gt;화교들이 아시아 각지로 이주해 간 것은 대체로 남송(南宋) 시대인 12세기부터로 잡는다. 장사를 하기 위해 해외로 나간 경우도 있고, 흉년이 들어 먹고살기 어려워지자 생존을 위해 나간 경우도 있다. 화교의 해외 진출에서 큰 전환점을 이룬 계기 중 하나는 명대(明代) 초에 시행된 해금(海禁) 정책이다. 명 조정은 허락 없이 바다로 나간 자들을 사형에 처할 정도로 민간인의 해외 진출을 강력하게 억압하려 했다. 그러나 정부 정책이 그렇다고 해도 몰래 해외로 빠져나간 사람들은 계속해서 일본, 필리핀, 자바 등지에 거류지를 형성했다. 그렇지만 모국과의 관계가 끊어지고 나니 화교들은 늘 불안정하고 위험한 상태에 놓이게 되었다. 예컨대 마닐라에서는 16~17세기에 약 2만~3만 명의 화교들이 집단학살을 당하는 사건들이 연이어 일어났다. 이런 상태에서 그들은 스스로를 보호하기 위해 친족들 간의 상호 협력 시스템을 구축하고 이를 이용해서 사업을 확장해 나갔다.&lt;BR&gt;&lt;BR&gt;화교들은 그들이 정착한 사회에서 소수인종이라 하더라도 막강한 경제력을 행사하곤 한다. 예컨대 인도네시아에서는 화교가 인구의 4%에 불과하지만 전체 경제 부문의 80%를 장악하고 있는 것으로 알려져 있다. 현재 전 세계에서 화교들이 운용하는 자본은 적게 잡아도 2조달러가 넘는다. 화교는 유태인에 맞설 수 있는 유일한 인종집단(ethnic group)이라고 말하기도 한다.&lt;BR&gt;&lt;BR&gt;화교들은 중국인으로서의 혈연적·문화적 정체성을 유지하면서도 현지 사회에 동화되어 갔다. 역사적으로 모국의 보호를 받지 못했던 까닭에 더더욱 그들을 받아들인 사회 속에서 확고하게 자리를 잡아야 했기 때문이다. 그런데 역설적이게도 바로 이런 사정 때문에 화교 네트워크는 세계화 시대에 가장 유리한 조직으로 자라나게 되었다. 지난날과는 달리 이제 중국 정부와 손잡으면서 더욱 막강한 경제적 힘을 행사하게 된 화교경제권을 주의 깊게 살펴볼 필요가 있다. &lt;/P&gt;

&lt;P&gt;우리나라는 일찍이 인쇄술이 발달해 있었다는 점을 자랑한다. &lt;STRONG&gt;&lt;FONT color=#193da9&gt;'무구정광대다라니경(無垢淨光大陀羅尼經)'(서기 706~751년)은 세계 최고(最古)의 목판 인쇄물로 알려져 있고, '백운화상초록불조직지심체요절(白雲和尙抄錄佛祖直指心體要節)'(1377)은&lt;/FONT&gt;&lt;/STRONG&gt; 구텐베르크의 발명보다 수십 년 앞서 있는 세계 최초의 금속활자 인쇄물이다.&lt;BR&gt;&lt;BR&gt;이처럼 '역사상 최초'라는 점도 의미가 크지만, 정말로 중요한 문제는 인쇄술이 지식의 보급이라는 면에서 어떤 공헌을 했는가이다. 우선 어떤 책이 얼마나 출판되었으며, 또 그것들이 당대 독자들에게 어느 정도 읽혔는지를 연구해야 한다. 이 점과 관련해서 유럽에서 금속활자의 발명 이후 일어난 책의 출판과 지식의 보급에 대한 연구를 참조할 필요가 있다.&lt;BR&gt;&lt;BR&gt;1450년경에 구텐베르크가 금속활자를 이용하여 처음 책을 찍은 이후 이 기술은 곧 유럽 전역으로 퍼져갔다. 1500년에는 벌써 유럽의 236개 도시에 인쇄기가 설치되어 3만종의 책이 10개 이상의 언어로 출판되었으며, 이때까지 나온 책은 2000만권에 달했다.&lt;BR&gt;&lt;BR&gt;그 후 출판량은 더욱 크게 늘어서 16세기 100년 동안 모두 20만종의 책이 2억권 정도 출판된 것으로 추산된다. 유럽의 인쇄술은 진정 '혁명적'이었다고 해도 과언이 아니다.&lt;BR&gt;&lt;BR&gt;책만이 아니라 신문의 발행 역시 주목할 만하다. 1605년에 상업 관련 기사를 실은 정기적인 신문이 창간되었고, 1693년에는 영국에서 최초의 여성 잡지가 보급되었으며, 1702년에는 최초의 일간신문이 발행되었다. 1753년에 &lt;A href=&quot;http://focus.chosun.com/nation/nationView.jsp?id=124&quot; name=focus_link&gt;&lt;U&gt;&lt;FONT color=#0000ff&gt;영국&lt;/FONT&gt;&lt;/U&gt;&lt;/A&gt;의 출판업자들은 매일 2만부의 신문을 판매했다.&lt;BR&gt;&lt;BR&gt;&lt;A href=&quot;http://focus.chosun.com/nation/nationView.jsp?id=98&quot; name=focus_link&gt;&lt;U&gt;&lt;FONT color=#0000ff&gt;스페인&lt;/FONT&gt;&lt;/U&gt;&lt;/A&gt; 왕실은 1476년부터 국가의 공식적인 결정 사항들을 신속하게 전달하기 위해 인쇄기를 적극 활용했지만 오스만제국과 무굴제국 등 아시아의 대국들은 계속 필경사에 의존했다. 무슬림 국가들은 신성한 코란을 인쇄기로 찍는다는 것을 신성모독으로 치부해서 오랫동안 인쇄술을 거부했다.&lt;BR&gt;&lt;BR&gt;1450년 이후 인쇄술을 적극 활용한 유럽은 지식과 정보 면에서 세계의 나머지 지역과 확연히 구분되었다. 아마도 이것이 근대에 유럽이 앞서간 중요한 원인 중 하나일 것이다.&lt;BR&gt;&lt;BR&gt;&lt;/P&gt;&lt;A href=&quot;http:///&quot; target=&quot;_blank&quot;&gt;&lt;/A&gt;

It is expected to hit the 5 million viewer mark this weekend.&lt;BR&gt;&lt;BR&gt;Some experts predict that it will herald a new era of “10 million” movies, breaking the record of its predecessor with the highest box-office receipts in Korean film history at 7.5 million viewers.&lt;BR&gt;&lt;BR&gt;The story of “Transformers” goes way back to the year 1984. &lt;BR&gt;&lt;BR&gt;At a toy exhibition in Tokyo, U.S. toy maker Hasbro was transfixed by Takara Tomy’s toy that transformed from car to robot. Changing it from a pilot-driven robot to a sentient being, Hasbro developed the concept further and in May 1984, released the first Transformer onto the U.S. market. &lt;BR&gt;&lt;BR&gt;Three months after its release, it was a major hit. That autumn, Marvel comics - of “Spider-Man” fame - enjoyed great success with a “Transformers” comic and a Korean-American named Nelson Shin developed a television cartoon series. &lt;BR&gt;&lt;BR&gt;World-renowned director Steven Spielberg, who produced the original “Transformers” movie in 2007, said that he was an enthusiastic admirer of Shin’s cartoon during the 1980s. &lt;BR&gt;&lt;BR&gt;When questioned about the popularity of Transformers, Spielberg responded, “Everybody likes an idea where the most commonly viewed thing ?? a car ?? is transformed into a robot.” &lt;BR&gt;&lt;BR&gt;Of course, a fresh shock came when a yellow Chevrolet with black stripes that resembled a cute honeybee transformed into the huge robot “Bumblebee” in an instant.&lt;BR&gt;&lt;BR&gt;Transformation stories have enjoyed popularity from the Bible’s book of Genesis to the present day. Ovid, the Roman poet who lived in the era of Augustus, became one of the most popular writers of the time as soon as he released his work “Metamorphoses.” &lt;BR&gt;&lt;BR&gt;The Metamorphoses, the source for Greek and Roman mythologies, is comprised of more than 12,000 poems, with subjects such as Narcissus, Daphne and Echo. &lt;BR&gt;&lt;BR&gt;Transformation stories of Ovid are familiar to modern readers as well. &lt;BR&gt;&lt;BR&gt;The “transformation” of President Lee Myung-bak is the talk of the town these days. Among a person’s sensory organs, the eyes are the most important. The eyes serve as the windows to the mind. What one thinks and feels is directly delivered to other people through the eyes. Eyes are an important tool for attainting understanding and sympathy among people. &lt;BR&gt;&lt;BR&gt;A pupil can become as large as 8 millimeters in diameter and as small as 2 millimeters. A pupil enlarges or shrinks as it responds to light and also as it reacts to its owner’s feelings. When one has favorable feelings toward another, one’s pupils become large. A gentle glance is the result of the movement of the pupils.&lt;BR&gt;&lt;BR&gt;When one is experiencing hostile or negative feelings, one’s pupils become smaller. As dark pupils shrink, the white of the eyes appears larger. When one looks at another person out of the corner of one’s eyes, it gives the impression that one’s eyes are completely white. The Chinese expression “looking with the white of the eye” refers to ignoring or despising another person.&lt;BR&gt;&lt;BR&gt;There are plenty of anecdotes about eyes in ancient Chinese literature. Lu Meng, a general of the state of Wu during the Three Kingdoms Period, was an ignorant man. But through perseverance and effort, he achieved a high level of learning that astonished even scholars. This story is told in old texts using the Chinese word guamu, or gwalmok in Korean, to express their amazement. The word loosely translates as “to rub one’s eyes clean to look at another person in awe.”&lt;BR&gt;&lt;BR&gt;The characters meaning “face” and “eyes” form the word mianmu in Chinese, or myeonmok in Korean. When a person focuses all his senses, in Korean it is said the person “uses his ears and eyes to the fullest.” &lt;BR&gt;&lt;BR&gt;The Korean word banmok also contains the same character, and refers to the act of turning one’s face away from another and not looking them in the eye - an act of hostility and aggression. &lt;BR&gt;&lt;BR&gt;Today, acts of banmok are commonplace in Korea’s political circles. When faced with an issue which needs cooperation, our politicians choose confrontation. '부드러운 눈길'의 막후 주역은 결국 눈동자의 움직임이다. &lt;BR&gt;&lt;BR&gt;미운 감정을 품으면 동공은 작아질 수 있다. 검은색 동공이 줄면서 흰자위는 상대적으로 커보인다. 게다가 흘기는 눈으로 상대를 바라보면, 우리가 흔히 사용하는 '백안시(白眼視)'의 상태가 된다.&lt;BR&gt;&lt;BR&gt;눈에 관한 일화와 조어(造語)는 그래서 많다. 일자무식이었던 중국 삼국시대 오(吳)나라의 장수 여몽(呂蒙)이 노력 끝에 수준 높은 학문을 쌓자 선비들이 놀라서 지켜봤다는 '괄목(刮目)'의 스토리가 좋은 예다. 눈을 비비고 상대방의 성취를 경탄의 눈으로 바라보는 자세다.&lt;BR&gt;&lt;BR&gt;얼굴과 함께 눈이 거론되면서 '면목(面目)'이라는 단어가 등장하고, 모든 신경을 집중하면 &quot;이목(耳目)을 모은다&quot;고 말한다. They hoped the new time slots would help boost the price of lucrative screening rights to NBC, the main United States broadcaster for the Games.&lt;BR&gt;&lt;BR&gt;But just a year after the Olympics in 1989, the government abruptly scrapped daylight saving time without any particular explanation, as many had expected. But there was more to the decision to put clocks forward an hour than many people realized. &lt;BR&gt;&lt;BR&gt;In the summer of 1987, with daylight stretching until 8 o’clock, the longer days added fuel to public demonstrations for direct election of the president. More daylight hours meant office workers could join in after work. &lt;BR&gt;&lt;BR&gt;The active participation of the so-called “necktie tribe” was credited as one of the factors that led to the country’s biggest triumph in democracy - the Constitutional change to allow Koreans to directly vote for their president - a policy that the government announced on June 29 of that year. &lt;BR&gt;&lt;BR&gt;British builder and avid outdoorsman William Willett published a proposal in 1907 to call upon the country to make better use of longer daylight during summer months. &lt;BR&gt;&lt;BR&gt;This morning in Seoul, the sun rose at 5:14 a.m. Most people were still in bed. With an extra hour of daylight, people would inevitably have to get out of bed earlier, allowing them to use their time more wisely. Daylight saving time can transform even the laziest person into an early bird. &lt;BR&gt;&lt;BR&gt;Some 86 countries observe daylight saving time and only three - Korea, Japan and Iceland - among Organization of Economic Cooperation and Development members do not.&lt;BR&gt;&lt;BR&gt;The changing of the clocks was one of the sideline topics between President Lee Myung-bak and Japanese Prime Minister Taro Aso in Tokyo during their summit on Sunday. Aso suggested the neighbors act together in considering adoption of the system. &lt;BR&gt;&lt;BR&gt;Knowing the working environment in the two countries, however, it could be argued that daylight saving time will only lengthen the work hours of laborers. &lt;BR&gt;&lt;BR&gt;But making the most of precious sunlight hours must be desirable for the two nations considering that energy-saving has become a top policy priority. &lt;BR&gt;&lt;BR&gt;If one of the two countries acts first to adopt summer time, we’d have to change our watches when traveling between the two countries. &lt;TD vAlign=top width=&quot;48%&quot;&gt;&lt;!-- riht news --&gt;&lt;FONT class=t4 color=#014a77&gt;&lt;B&gt;&lt;BR&gt;서머타임 &lt;/B&gt;&lt;/FONT&gt;&lt;BR&gt;&lt;BR&gt;전두환 정권 시절, 흔히 서머타임이라고 부르는 일광절약시간제(daylight saving time)가 잠깐 실시된 데에는 서울 올림픽이 큰 이유를 제공했다. 방송 주간사인 미국 NBC로부터 한 푼이라도 중계권료를 더 받기 위해 인기 종목의 경기 시간을 미국의 밤 시간대로 맞춰야 했고, 그러려다 보니 한 시간이라도 더 시차를 조정할 필요가 있었던 것이다. 아니나 다를까, 올림픽을 치른 이듬해인 1989년 서머타임은 슬그머니 폐지됐다.&lt;BR&gt;&lt;BR&gt;당시의 서머타임은 전혀 뜻밖의 무대에서 아무도 예상치 못했던 ‘역사적’ 소임을 했다. 다름 아닌 87년 6월 항쟁을 두고 하는 말이다. 당시 갓 실시된 서머타임제로 인해 오후 8시가 돼도 날은 여전히 환했다. 굳이 요즘 식의 촛불시위를 할 필요도 없었다. 시위 인파는 시간이 흐를수록 더 늘어났다. 퇴근길의 직장인들이 합류한 때문이었다. 이른바 ‘넥타이 부대’의 가세는 6·29 선언을 이끌어 내는 결정적 계기가 됐다.&lt;BR&gt;&lt;BR&gt;1907년 영국의 건축가 윌리엄 월릿이 ‘일광의 낭비’란 글에서 주창한 서머타임은 말 그대로 햇볕을 아껴 쓰자는 제도다. 가령, 오늘 아침 서울의 일출 시간은 오전 5시14분, 대다수 시민이 아직 이불 속에 있을 시간이다. 만약 시곗바늘을 1시간씩 뒤로 돌린다면 그만큼 기상 시간을 앞당기게 될 것이고, 1시간 일찍 잠들면 그만큼 에너지를 절약할 수 있다는 게 월릿의 셈법이다. 요즘 말로 하면 정부가 게으른 국민을 1시간씩 일찍 깨워 ‘아침형 인간’으로 만들어 주는 제도다. 세계 86개국에서 시행 중인데 경제협력개발기구(OECD) 회원국 중에 서머타임이 없는 나라는 한국과 일본·아이슬란드뿐이라고 한다.&lt;BR&gt;&lt;BR&gt;한국과 일본의 정상이 만나는 자리에서 공동 서머타임이 화제에 올랐다. 아소 다로 일본 총리는 “일본과 한국은 시차가 없기 때문에 함께한다면 효과가 크다고 생각한다”고 말했다. 두 나라의 근로 환경을 고려하면 결국 노동시간 연장으로 이어질 뿐이란 반론도 만만치 않겠지만, 양국 정부 차원에서 공동 서머타임 제도를 전향적으로 검토해 볼 때라고 생각한다. 한 조각의 햇볕 에너지라도 허투루 흘려보낼 수 없을 만큼 자원 절약이 대세인 시대를 살고 있으니 말이다. 어느 한쪽이 먼저 시행해 일의대수(一衣帶水)에 불과한 현해탄을 건너면서 시곗바늘을 돌려야 하는 일이 생겨서는 곤란하겠다. &lt;BR&gt;&lt;BR&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/P&gt;

&lt;TD vAlign=top width=&quot;48%&quot;&gt;&lt;!-- //left news --&gt;&lt;FONT class=txt&gt;&lt;BR&gt;Three months have passed since a South Korean worker was detained at the Kaesong Industrial Complex in North Korea. &lt;BR&gt;&lt;BR&gt;Amnesty International called on its members around the world to work for the release of the worker, named Yu, and two American journalists who were detained near the North’s border with China in a separate case. &lt;BR&gt;&lt;BR&gt;In a statement, Amnesty International said detaining Yu for more than 80 days without giving him contact to the outside world amounted to an extreme measure. &lt;BR&gt;&lt;BR&gt;The organization also emphasized that North Korean authorities must release the worker and the two women journalists immediately, with no strings attached, if the detainees are not indicted for crimes during fair trials in accordance with international standards. &lt;BR&gt;&lt;BR&gt;Finally, Yu’s case is emerging as an international issue.&lt;BR&gt;&lt;BR&gt;We have been pointing out the unfairness of the matter since Yu was first detained, and we called on our government to work actively to resolve the issue. &lt;BR&gt;&lt;BR&gt;But the government seems to be handling the situation in a passive manner, exerting most of its efforts on pending inter-Korean issues such as North Korea’s missile launches and nuclear test, the controversy over our participation in the Proliferation Security Initiative, and negotiations over working conditions at the Kaesong Industrial Complex. &lt;BR&gt;&lt;BR&gt;South Korean officials did bring up Yu’s situation as part of negotiations over the Kaesong complex, and they demanded that the engineer be released. &lt;BR&gt;&lt;BR&gt;But North Korea ignored the demand, and our government did nothing else on the issue. If this persists, it will be difficult for the government to avoid criticism that it is failing to fulfill its duty to protect people’s lives and safety.&lt;BR&gt;&lt;BR&gt;We believe that the government must work on the issue more actively. That does not mean it must shut down the Kaesong complex immediately or overreact and, say, prepare for a physical clash. &lt;BR&gt;&lt;BR&gt;But at the very least it must denounce North Korean authorities’ unjust behavior wherever and whenever it has a chance, for instance at the Human Rights Committee of the United Nations.&lt;BR&gt;&lt;BR&gt;The private sector must make efforts, too, possibly by urging North Korea to release Yu. Countless domestic organizations related to North Korea issues, including those that provide aid to the country, must protest together against the unfair treatment of Yu. They must work together to rescue a citizen of the Republic of Korea.&lt;BR&gt;&lt;BR&gt;

&lt;TD vAlign=top width=&quot;48%&quot;&gt;&lt;!-- riht news --&gt;&lt;FONT class=t4 color=#014a77&gt;&lt;B&gt;&lt;BR&gt;유씨 생사도 모른 채 북 억류 4개월째 &lt;/B&gt;&lt;/FONT&gt;&lt;BR&gt;&lt;BR&gt;개성공단 근로자 유모씨가 북한 당국에 강제 억류된 지 어제로 3개월이 지났다. 마침 국제사면위원회가 전 세계 회원들에게 유씨와 미국인 여기자 2명의 석방을 위해 나서줄 것을 호소했다. 유씨 문제를 ‘망각한’ 우리 사회에 경종을 울린 것이다. 국제사면위원회는 성명에서 “유씨가 외부와 연락이 두절된 채 80일 넘게 억류된 것은 과도한 조치”라며 “(유씨가) 고문이나 다른 부당한 대우를 받을 위험에 처해 있다”고 지적했다. 국제사면위원회는 또 “국제적 기준에 부합한 범죄행위로 기소되지 않고, 국제적으로 정당한 재판 규정에 부합한 절차에 따라 재판받지 않는다면, 북한 당국이 즉각적이고 무조건적으로 석방해야 한다”고 강조했다. 유씨 문제가 뒤늦게나마 국제적 관심사로 부각되기 시작한 것이다.&lt;BR&gt;&lt;BR&gt;우리는 유씨 억류사건이 발생한 직후부터 부당성을 지적하고 정부가 해결을 위해 적극 나설 것을 촉구해왔다. 그러나 정부는 북한의 미사일 발사와 핵실험, 대량살상무기 확산방지구상(PSI) 가입 논란, 개성공단 조건 협상 등 남북관계 현안들에 매몰돼 유씨 문제에 미온적으로 대처한다는 느낌을 줘왔다. 물론 정부가 팔짱만 끼고 있었던 것은 아니다. 개성공단문제 협상 등을 통해 북측에 유씨 문제를 환기시키고 면담과 석방을 요구해왔다. 그러나 그걸로 끝이다. 더 이상의 노력이 보이지 않으니 답답한 것이다. 막무가내로 나오는 북한이라 해결이 쉽지 않을 것이라고 이해되지만 그럴수록 정부는 보다 적극적으로 매달려야 한다. 국민의 생명과 안전을 책임지는 게 국가의 첫 번째 의무가 아니던가.&lt;BR&gt;&lt;BR&gt;개성공단을 당장 폐쇄한다거나 물리적 충돌도 불사한다는 식의 극단적 대응을 주문하는 것이 아니다. 공식적 석방 교섭과는 별도로 막후 채널을 동원하고 국제여론을 환기시키는 등 전방위적 노력을 기울여 달라는 것이다. 최소한 유엔 인권위원회를 비롯해 기회가 있을 때마다 북한 당국의 부당함을 폭로해야 한다. 국제사면위원회처럼 국제적 민간기구들이 나서도록 요청하는 작업도 필요하다. 대북 지원단체 등 국내 북한 관련단체들도 강 건너 불 보듯 해선 안 된다. 북한 당국에 강력히 항의하는 등 유씨 석방을 위해 공동보조를 취해야 한다. &lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/P&gt;

Back then, the president had strings attached to his decision, but this time, Lee made clear that he is abandoning the plan.&lt;BR&gt;&lt;BR&gt;Lee admitted he was very frustrated with the general public’s high level of distrust toward the government, adding that he wanted to clearly and publicly announce that he will not initiate the canal project.&lt;BR&gt;&lt;BR&gt;Although belated, we believe Lee has made the right decision. &lt;BR&gt;&lt;BR&gt;The next task is the four-rivers restoration project, which will not be an easy one. It is the largest state-funded project ever, costing an estimated 22 trillion won ($17.2 billion). &lt;BR&gt;&lt;BR&gt;We believe it is critical to restore the four major rivers in order to prevent flooding and to prepare for the looming water shortage crisis. &lt;BR&gt;&lt;BR&gt;And yet, the program has faced controversy as well. While water contamination affects branch streams, the project is concentrated on restoring the main streams of the rivers. &lt;BR&gt;&lt;BR&gt;Many people say the quality of water is unlikely to improve and further contamination could damage the rivers’ ecosystems. Recommendations have also been made that it will be more appropriate to restore one river at a time, instead of beginning construction at all four rivers at once. &lt;BR&gt;&lt;BR&gt;The government has brought distrust upon itself by increasing the programs’ estimated expenses from 14 trillion won to 22 trillion won in just six months. &lt;BR&gt;&lt;BR&gt;The government must calmly push forward the four-rivers project with an open-minded attitude. After the controversy surrounding the grand canal project, the public has become skeptical. It is hard to change perception and image once it is engraved on people’s minds. &lt;BR&gt;&lt;BR&gt;From now on, the administration must do its best to get the public’s support and present a thoroughly laid-out plan for the successful implementation of the project. Only then will the skepticism and distrust abate.&lt;BR&gt;&lt;BR&gt;Some politicians and environmental groups also need to stop opposing plans for the sake of opposing them. The Land Ministry had opposed the Grand Canal project but reversed its position overnight after the administration changed. &lt;BR&gt;&lt;BR&gt;That is an embarrassment, but it is also shameful to see environmentalists, who have worried about the nation’s contaminated rivers, suddenly argue that the rivers are healthy just to oppose the administration’s policy. &lt;BR&gt;&lt;BR&gt;

&lt;TD vAlign=top width=&quot;48%&quot;&gt;&lt;!-- riht news --&gt;&lt;FONT class=t4 color=#014a77&gt;&lt;B&gt;&lt;BR&gt;‘대운하’ 논쟁 끝 … 이젠 ‘4대 강’에 힘 모으자 &lt;/B&gt;&lt;/FONT&gt;&lt;BR&gt;&lt;BR&gt;이명박 대통령이 어제 “한반도 대운하 사업을 임기 내에는 추진하지 않겠다”고 밝혔다. 지난해 6월 촛불정국 때 “국민이 반대하면 하지 않겠다”던 ‘조건부 포기’에서 이번에는 ‘완전 포기’를 분명히 한 것이다. 대통령은 “정부에 대한 불신의 벽이 너무 높구나 하는 안타까움 때문에 이 기회에 분명하게 (대운하를 추진하지 않겠다고) 말씀드리겠다”고 했다. 우리 사회의 소통 부재가 위험 수위에 다다랐음을 느끼면서 대운하를 공개적으로 중단시킨 것이다. 늦게나마 대통령이 올바른 결단을 내렸다고 본다.&lt;BR&gt;&lt;BR&gt;이제 남은 숙제는 4대 강 살리기다. 결코 만만한 사업이 아니다. 본 사업비만 해도 22조원이 들어가는 단군 이래 최대의 국책사업이다. 우리는 홍수 예방과 머지않아 직면할 물 부족 사태에 대비하기 위해 4대 강 유역 정비는 반드시 필요하다는 입장이다. 그러나 4대 강 살리기도 적지 않은 논란에 휩싸여 있다. 수질 오염은 주로 지천에서 비롯되는데 본류만 정비한다고 수질이 개선되느냐, 일시에 퇴적토를 긁어내면 생태계 교란과 강물 오염으로 이어지지 않겠는가, 한꺼번에 4대 강에 손대기보다 순차적으로 정비하는 게 바람직하지 않으냐는 등의 의문이 꼬리를 물고 있다. 정부는 이미 사업비 14조원을 6개월 만에 22조원으로 늘리면서 불신을 자초한 바 있다.&lt;BR&gt;&lt;BR&gt;정부는 이제라도 열린 마음으로 차분하게 4대 강 살리기를 추진해야 한다. 대운하 논란을 거치면서 정부 이미지는 잘못 각인된 게 사실이다. 한 번 박혀 버린 이미지를 바꾸기란 쉽지 않다. 지금부터라도 치밀하게 국민을 설득하고 면밀하게 준비해 4대 강 살리기를 성공시켜야 한다. 그래야만 우리 사회의 의혹과 불신에 종지부를 찍을 수 있을 것이다. 일부 정치세력과 환경단체들도 반대를 위한 반대는 접어야 한다. 정권이 바뀌자 하루아침에 대운하 찬성으로 손바닥을 뒤집은 국토해양부도 낯 뜨겁지만 걸핏하면 ‘강물이 썩어간다’던 환경단체들이 갑자기 “우리의 강은 건강하다”며 4대 강 살리기에 핏대를 세우는 것 역시 보기 민망하다. &lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/P&gt;

The 600-year-old school’s sudden ascent to the limelight was thanks to Prince William, son of Prince Charles and the late Princess Diana, who was to attend the university the following year. &lt;BR&gt;&lt;BR&gt;Throughout his college days, flocks of female fans would follow the world’s most famous bachelor wherever he went on the campus. On one occasion, he tried to sneak out for a quiet drink with his chums at a pub, but was soon joined by a hundred frenzied young women. A Scottish newspaper trailed these young women to find out how they always managed to swarm around the prince within seconds. The trick was through cell phone text messages. &lt;BR&gt;&lt;BR&gt;“Informing 100 girls of his movements takes just seconds,” the paper observed.&lt;BR&gt;&lt;BR&gt;Electronic networking, when met with a political cause, proved particularly powerful in 2001 when the single text, “Go2 EDSA, Wear Black,” summoned hundreds of thousands of Filipino protestors to the EDSA Shrine to rally against disgraced President Joseph Estrada. In just four days, more than 1 million would congregate, provoking one political commentator to observe that it was as if a mob of protestors had been “delivered” like a pizza in 30 minutes. The outcome was that the “thumb tribe” had spoken: Estrada was ousted. &lt;BR&gt;&lt;BR&gt;These “smart mobs,” as coined by tech writer Howard Rheingold, are a self-organizing group of people brought together by electronic devices that enable them to “act together in new ways and in situations where collective action was not possible before.” &lt;BR&gt;&lt;BR&gt;Ever-evolving technological progress has now equipped mobile phones with video cameras and Internet accessibility, emboldening and strengthening the smart mobs to make inroads into the realm of journalism. &lt;BR&gt;&lt;BR&gt;Twenty years ago, a stunning image from AP photojournalist Jeff Widener, showing a man standing in front of a column of tanks rumbling past Tiananmen Square alerted the world of the tyranny in China at that time. &lt;BR&gt;&lt;BR&gt;Today, the image of a young woman named Neda Agha-Soltan bleeding to death on a Tehran street has became the symbol image of the latest Iranian protests. &lt;BR&gt;&lt;BR&gt;Amid strong censorship, mainstream foreign media like CNN and the BBC have little choice but to rely on the work of protesters on the streets. Now, it refuses to even deliberate on the bill. &lt;BR&gt;&lt;BR&gt;The DP justifies its actions by saying that the government has not conducted a survey to gauge public opinion, even though that was not included in the agreement with the ruling party. The Democrats, however, presented their own survey, and there are indications that perhaps they structured it to produce certain answers from the respondents.&lt;BR&gt;&lt;BR&gt;According to the DP’s survey of 1,000 people, 58.9 percent opposed the bill. &lt;BR&gt;&lt;BR&gt;Most telling, however, is that when respondents were asked if they knew about the media act, only 13.9 percent answered positively. More than 43 percent answered that either they did not know much about it or even that they had never heard about it. &lt;BR&gt;&lt;BR&gt;It is suspicious that people who say they are not even familiar with the bill answered that they are opposed to it. Some questions were completely irrelevant to the issue at hand. &lt;BR&gt;&lt;BR&gt;For instance, one question was, “What do you think about conglomerates like Samsung or daily newspapers owning broadcasters such as KBS, MBC and SBS?” The Democratic Party knows that the media revision bill does not include anything about the ownership of public broadcasters. It also knows that the guidelines for the development of the media prohibit newspapers from running TV stations until 2012, when the incumbent administration’s term is over. &lt;BR&gt;&lt;BR&gt;One wonders why the Democratic Party opposes the bill and why it takes unreasonable action to stop it. In the political community, an opinion has long circulated that the Democratic Party opposes the revision because it wants to keep benefits it gets under the current structure. &lt;BR&gt;&lt;BR&gt;The DP must stop blindly opposing the bill. It must instead present solutions to problems, or it will not be able to avoid criticism that it deceives the people only to protect its own interest.&lt;BR&gt;&lt;BR&gt;Countries around the world are working hard to tear down walls inside the media industry.&lt;BR&gt;&lt;BR&gt;The National Assembly’s Committee on Culture, Sports, Tourism, Broadcasting and Communications said that if the broadcasting industry opens up, it will result in a new market worth 2 trillion won ($1.53 billion). The committee also estimated that doing so would create 21,000 new jobs as well. &lt;BR&gt;&lt;BR&gt;Such enormous economic impact must not be ignored amid the present economic slowdown. &lt;BR&gt;&lt;BR&gt;The Democratic Party must be prepared to take full responsibility for the huge losses that will result from opposing the revision.&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;

&lt;TD vAlign=top width=&quot;48%&quot;&gt;&lt;!-- riht news --&gt;&lt;FONT class=t4 color=#014a77&gt;&lt;B&gt;&lt;BR&gt;민주당의 지상파 편향방송에 대한 추억 &lt;BR&gt;&lt;/B&gt;&lt;/FONT&gt;&lt;BR&gt;미디어법 개정을 반대하는 민주당의 억지 행태가 점입가경이다. 6월 표결처리 약속을 손바닥 뒤집듯 번복하더니 국회 상임위를 점거하고 몸으로 막고 있다. 당초 한나라당과의 합의문에도 없던 여론조사를 하지 않았다는 이유다. 그러면서 자체 조사라며 내놓은 여론조사는 의도한 방향으로 답변을 유도한 의혹이 다분하다.&lt;BR&gt;&lt;BR&gt;민주당 측이 내놓은 여론조사는 ‘응답자의 58.9%가 표결 처리에 반대한다’고 결론을 내렸다. 전문가들조차 고개를 갸우뚱하는 결과다. 응답자들은 미디어법에 관해 얼마나 알고 있는지 물었더니 13.9%만 ‘잘 알고 있다’고 답했다. 심지어 ‘잘 모르거나 들어본 적도 없다’는 답도 43.4%나 됐다. 법안 내용도 모르는 사람이 무엇을 ‘반대한다’는 것인지 기가 막힐 노릇이다.&lt;BR&gt;&lt;BR&gt;더 한심한 것은 개정안과 아무런 관계도 없는 내용까지 집어넣은 것이다. “삼성 같은 대기업이나 신문사가 KBS, MBC, SBS 같은 지상파 방송을 소유 겸영하는 것을 어떻게 생각하는가”라고 물었다. 한나라당 개정안에는 공영방송 지분 개방에 관한 내용이 없다. 그런 사실을 번연히 알고 있는 민주당 측이 굳이 그런 질문을 끼워 넣은 의도는 분명하다. 있지도 않은 내용으로 미디어법을 덧칠해 반대 여론을 유도하려는 것이다.&lt;BR&gt;&lt;BR&gt;“신문이 방송을 겸영하면 언론의 다양성이 훼손된다”는 민주당의 주장도 전혀 사실이 아니다. 지상파 3사의 뉴스 소비 시장 점유율은 81%를 웃돈다. 지상파 방송이 뉴스시장을 독점하고 있는 셈이다. 더구나 한나라당은 디지털화로 지상파 채널이 더 생기는 2013년 이후에나 지상파 겸영을 다루겠다고 강조해왔다. 이 정권이 끝난 이후다.&lt;BR&gt;&lt;BR&gt;이런 사실을 민주당이 모를 리 없다. 그런데도 재벌의 여론 독점, 언론의 다양성 훼손 등 사실과 다른 목소리를 내는 것은 여론 호도용이다. 실상은 밥그릇싸움이다. 민주당 의원들은 노무현 전 대통령 탄핵 직후 반전(反轉) 분위기를 만들어내 압도적인 총선 승리를 이끌었던 편향 방송에 대한 추억이 있다. 지난해 촛불정국으로 나라를 뒤집어놓았던 힘도 현재의 지상파 방송체제에서 나왔다. 이 때문에 법안 내용도 잘 모르는 의원들조차 결사반대를 외치고 있는 것이다. 세계 방송 환경이 어떻게 변하든 한국의 방송 구조는 바꿀 수 없다는 것이다.&lt;BR&gt;&lt;BR&gt;전세계가 미디어산업의 장벽을 없애는데 총력을 기울이고 있다. 콘텐트 산업의 무궁무진한 잠재력을 개발해 글로벌 위기 이후의 경제질서 재편에 대응하려는 것이다. 방송통신위도 방송진입 장벽이 없어질 경우 2조원 이상의 신규시장과 2만1000여 개의 일자리가 창출될 것으로 분석했다. 극심한 경기침체 상황에서 이런 경제효과는 놓쳐서는 안 되는 큰 기회다. 대안도 없는 무조건적 반대로 대의 민주주의와 국가이익에 끼칠 막대한 손실에 대해 민주당은 책임을 질 각오를 해야 할 것이다.&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/P&gt;

&lt;TD vAlign=top width=&quot;48%&quot;&gt;&lt;!-- //left news --&gt;&lt;FONT class=&quot;txt&lt;br/&quot;&gt;&lt;BR&gt;The crisis at Ssangyong Motor is on the verge of erupting into a clash between Ssangyong employees and striking union workers. &lt;BR&gt;&lt;BR&gt;With vehicle production at Ssangyong Motor’s plant in Pyeongtaek, Gyeonggi, on hold for over a month, employees tried to enter the plant on Friday to “save the company.”&lt;BR&gt;&lt;BR&gt;Meanwhile, fights between striking union workers and company employees have continued, resulting in around 20 people injured. &lt;BR&gt;&lt;BR&gt;The news is quite horrific, what with people who once worked side by side now hitting each other with steel pipes and other objects.&lt;BR&gt;&lt;BR&gt;Fortunately, the outburst was stopped in the encampment, but some of the unionized workers have now moved to a nearby car-painting factory, which has created a potentially dangerous situation because the factory is filled with chemicals.&lt;BR&gt;&lt;BR&gt;What the labor and management at Ssangyong need to do is communicate with each other and try once more to compromise.&lt;BR&gt;&lt;BR&gt;Most importantly, however, violence should not be used for any reason.&lt;BR&gt;&lt;BR&gt;The whole debacle at Ssangyong is a result of the crisis the company found itself in following the global economic slowdown. The management cannot argue with the court, which said it would not grant the company bankruptcy protection unless it cut its workforce - and there is no way that the labor union doesn’t know that. &lt;BR&gt;&lt;BR&gt;Unfortunate as it is, it seems there is no way for the company to avoid layoffs.&lt;BR&gt;&lt;BR&gt;Of course, we acknowledge that this will place the workers who will lose their jobs overnight into a devastating situation, but protesting against the restructuring plan without the basis to do so would be like saying that if they have to go, they will take down the other employees with them. &lt;BR&gt;&lt;BR&gt;The striking union members must face facts and have the wisdom to imagine the results of their actions.&lt;BR&gt;&lt;BR&gt;It’s not too late for renegotiation. &lt;BR&gt;&lt;BR&gt;The company’s offer to provide employment at subsidiaries or sales branches is an alternative worth looking into.&lt;BR&gt;&lt;BR&gt;Labor and management should also take a look at what Daewoo Motor did after the Asian financial crisis, when it laid employees off but reinstated them later.&lt;BR&gt;&lt;BR&gt;Time is running out for Ssangyong Motor. As long as the strike continues, the company’s value will continue to fall. With the September court receivership deadline fast approaching, discussions about employment will hold little meaning if things go much further. &lt;BR&gt;&lt;BR&gt;What good is blame if the company collapses? Labor and management must collaborate on ending the strike as soon as possible and start negotiating again. &lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;

&lt;TD vAlign=top width=&quot;48%&quot;&gt;&lt;!-- riht news --&gt;&lt;FONT class=t4 color=#014a77&gt;&lt;B&gt;&lt;BR&gt;&lt;BR&gt;쌍용차 사태, 결국 공멸로 가나&lt;BR&gt;&lt;/B&gt;&lt;/FONT&gt;&lt;BR&gt;쌍용자동차 사태가 급기야 노‧노 간의 극한 대립으로 번지고 있다. 노조의 생산라인 점거가 한 달 이상 이어지자, 파업에 반대하는 직원들이 ‘회사를 살리자’며 26일 평택 공장 진입을 시도했다. 이 과정에서 파업중인 근로자들과 몸싸움이 벌어져 수 십명이 부상을 입었다. 한 때의 동료들이 서로 쇠파이프와 집기를 휘두르며 피를 흘리는 모습이 참담할 뿐이다. 다행히 사측이 농성장에서 철수해 사태는 일단락됐지만 노조 측이 인화물질로 가득 찬 도장공장을 검거하고 있어 대형 사고의 위험은 여전한 상황이다. &lt;BR&gt;&lt;BR&gt;지금 노사에게 절대적으로 필요한 것은 인내심을 가지고 대화와 타협을 다시한번 시도해야 한다는 점이다. 무엇보다 어떤 경우에도 폭력으로 문제를 해결하려 해서는 안 된다. 이번 사태는 글로벌 경기침체에 따른 회사의 경영위기에서 비롯된 것이다. 구조조정이 선행되지 않으면 자금지원을 계속할 수 없다는 채권단 입장을 사측이 거부할 방법이 없다. 노조 측도 이를 모를 리 없다. 그렇다면 문제해결은 정리해고를 전제로 할 수밖에 없다. 하루아침에 일자리를 잃게 된 파업 근로자들의 딱한 사정을 이해 못하는 것은 아니다. 그렇다고 무턱대고 구조조정을 철회하라는 것은 남은 동료들과 함께 죽자는 거나 다를 바 없다. &lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;노조는 현실을 받아들이고 차후를 모색하는 지혜를 발휘해야 한다. 아직 협상의 여지는 남아있다. 자회사나 영업대리점 취업을 약속한 사측의 제안은 차선책으로 숙고해 볼만한 대안이 될 수 있다. 차제에 노사는 외환위기 직후 대우자동차 노사가 택했던 ‘선 정리해고-후 우선 복직’의 방법도 심도있게 논의해야 한다. &lt;BR&gt;&lt;BR&gt;쌍용차에 허락된 시간은 많지 않다. 노조가 파업을 강행하는 이 순간에도 회사의 가치는 계속 떨어지고 있다. 이대로 가면 오는 9월 법정관리 심사 때에는 일자리를 논하는 것 자체가 무의미해질게 자명하다. 공멸(共滅)한 후에 누가 누구를 탓해봐야 무슨 소용이 있겠는가. 노조는 하루빨리 파업을 풀고 사측과 협상 테이블에 마주 앉아야 한다.&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;/P&gt;

As the original blonde bombshell, Harlow paved the way for Hollywood screen sirens for decades to follow. &lt;BR&gt;&lt;BR&gt;But in order to maintain this style, Harlow had to endure painful bleaching sessions weekly to maintain the perfect platinum blonde look with a toxic cocktail of peroxide, ammonia and Clorox. &lt;BR&gt;&lt;BR&gt;Her personal life provided little comfort. She endured a fatherless childhood under an obsessive mother, followed by an adult life scarred by three disastrous marriages. Despite Harlow’s desire for a simple, quite life, her mother pushed her harder toward greater fame. Men were abusive and manipulative. Her health deteriorated quickly. And when she died of kidney complications at 26, she had but just a few golden locks left on her head. Her signature platinum blonde locks in her last film were courtesy of a wig. &lt;BR&gt;&lt;BR&gt;Norma Jean Mortenson (1926-1962) spent her early years in foster homes. At the age of nine, she was molested by her guardian’s husband and suffered more sexual assaults before finally hiding behind marriage. She then took her sexual appeal to Hollywood. She dyed her brunette hair blonde, shook her curvy body and changed her name to Marilyn Monroe. Despite her image as a so-called “dumb blonde,” she was anything but. &lt;BR&gt;&lt;BR&gt;Monroe found men ridiculous and Hollywood shallow. “Hollywood is a place where they’ll pay a thousand dollars for a kiss and 50 cents for your soul.” Despite the dumb blonde persona, Monroe worked hard to broaden her range and critics began taking her seriously. She won a Golden Globe for her performance in 1959’s “Some Like It Hot.” &lt;BR&gt;&lt;BR&gt;But despite her on-screen success, wearing the crown of blonde goddess drove her to depression off-screen. Laden with chronic insomnia, she died of “accidental drug overdose” at 36. Yet it may well have been an overdose of self-hate more than alcohol and drugs that killed her.&lt;BR&gt;&lt;BR&gt;Another blonde goddess, Farrah Fawcett (1947-2009) bade farewell to this world last week at the age of 62. The Texas-born beauty started off her career as a shampoo model before she - and her iconic 1970s hairstyle - become an international star through the hit TV show “Charlie’s Angels.” &lt;BR&gt;&lt;BR&gt;In her later years, Fawcett fought cancer and agreed to be filmed for a documentary as she underwent treatment that would make her lose her trademark hair.
