두바이 나킬(Nakheel) 채권 급락

두바이 정부가 운영하고 있는 나킬(Nakheel)의 이슬람 채권(수쿠크, Sukuk) 가격이 30포인트 빠진 40이하에 거래되었다고 합니다. 이 단위가 어떻게 되는 것인지 모르겠지만...

2009년 12월 14일 만기가 돌아오는 이번 채권은 두바이 정부가 모라토리엄을 선언하기 전인 지난 수요일에만 해도 110 선에서 높게 거래 되었었다고 합니다. 또한 2011년 1월 만기가 돌아오는 채권 또한 목요일 기준으로 58에서 거래되었다고 하네요.

한편 5년물 CDS Dubai Ports 채권은 200bp(2%) 상승한 818.5bp(8.185%)로 거래되었다고 합니다.

Nakheel bond prices tumble to record lows of 40

Dubai-owned property firm Nakheel's Islamic bond prices extended losses on Friday, falling 30 points to a record low of 40, according to Reuters data.

The debt, which was originally due to mature on December 14, 2009, traded as high as 110 on Wednesday before the Dubai government said it would ask creditors to agree on a standstill of debt held by Nakheel and Dubai World and extend maturities until at least May next year.

The other Nakheel's debt, maturing in January 2011, traded as low as 58 on Thursday. It has not traded on Friday.

Meanwhile Dubai Ports 5-YR CDS jumped over 200 basis points to 818.5 basis points, newswire Reuters reported. (Reuters)

두바이 쇼크, 日미츠비시 중공업 파산 하나?

이 글은 지난 11월 9일자 신문에 나왔던 글입니다.

지난 9월 개통하여 줄기차게 홍보를 해 댔던 두바이 메트로를 기억하십니까? 두바이 메트로가 완공된지 2개월여 지난 지금 시점에서, 메트로의 시공사인 일본의 미츠비시 중공업(MHI)이 심각한 자금난을 겪고 있다고 발표하였습니다.

미츠비시 중공업은 두바이 메트로 뿐 아니라 두바이 팜아일랜드의 주요 시공사로 선정되어 시공하였습니다. 뿐만 아니라 중동 전지역에서 무려 1,500억 달러에 달하는 수주 잔량이 있습니다.

문제는 여기서 발생합니다. 그나마 아랍 중동 GCC 지역에서 가장 경제가 활성화 된 UAE에서, 그것도 UAE 최고 디벨로퍼 회사중 하나인 Nahkheel에서 이렇게 대금 미지급이 발생하다면, 다른 국가 또한 거의 유사하다고 추론할 수 있겠죠. 이러다 정말 미츠비시 중공업이 붕괴되는 것 아닌가 모르겠습니다.

GCC 일부 국가에서는 정부 공사 조차도 공사대금 미지급이 발생하는 판에, 공사 수주했다고 좋아라 할 것만은 아닌 것 같습니다. 예전에 홍콩영화에선가 나왔던 장면인데, 아주 사나운 개에게 매일 같은 시간에 같은 양의 고기를 1주일간 던져주고나서 마지막에는 뜨겁게 삶은 고기를 던져주니깐 그것 조차도 덥썩 물어버린 개의 이빨이 다 빠진...

공사 수주에 목말라 있는 우리나라 업체들의 심정은 이해가지만, 아랍 중동 GCC 지역에서만큼은 잘못 하다가 회사 문을 닫아야 할지도 모르는 상황에 까지 처할수 있는 리스크는 감안해야 할 것 같습니다.

Japanese construction companies are facing "serious debt problems" amid issues with being paid for work done in Dubai, a top ranking official has said.

Seiichi Otsuka, the Japanese consul general in Dubai, claimed firms are still owed billions of dollars on projects that include the Dubai Metro and Palm Island, UAE daily The National reported on Sunday.

Japanese builders have played a major role in Dubai’s construction boom, spearheading work on the metro and other key projects in the emirate.

“Some Japanese construction companies are facing very serious debt problems,” Otsuka told the paper. “Some companies engaged with the construction of the Metro are facing some payment issues.”

Mitsubishi Heavy Industries (MHI), the lead company for the metro contract, are among those firms affected by non-payment on contracts, the paper added.

“MHI executed the construction of the Dubai Metro and some other contracts and we are still awaiting payment,” said Koji Okamoto, the general manager of the Middle East office of MHI in Dubai. The company has contracts in the Middle East valued at $150bn.

The Japanese government has not discussed the payment issues with the Dubai Government, nor has it intervened with financial assistance to those companies affected, Otsuka said.

“We are in a position to push both sides to make an amicable solution,” he said.

Otsuka told the paper it was difficult to put a figure on the outstanding debt as some payment was due shortly.

Last month, it was reported that some UK contractors were turning down invitations to chase work in Dubai because of continuing doubts over whether they will be paid on time.

According to Nelson Ogunshakin, the chief executive of the UK Association for Consultancy and Engineering (ACE), a large number of UK firms significant number of UK firms are still owed money by struggling developers in the emirate.

In July, the UK government reiterated its call for contractors to be paid by Dubai developers – and said it was "continuing to monitor the situation".

사우디아, 폭우로 77명 사망 - 성지순례 비상

지난 수요일 내린 폭우로 인하여 사우디아라비아에서 77명의 사망자가 발생하였다고 합니다.

이번 폭우는 사우디 서쪽 항구 도시인 젯다에서 내렸는데, 약 3인치(76mm)가 내렸다고 합니다. 이게 과연 폭우인지 의심이 가지만... 어쨌든 이 사람들로서는 폭우로 느껴졌나 봅니다. 그래서 총 77명이 사망하고, 900여명의 이재민이 발생하였다고 하네요.

폭우로 인하여 사망한 것도 큰 일이긴 하지만, 더욱 문제는 성지순례객들입니다. 사우디 당국은 신종플루, 폭우 등이 성지 순례(핫지, Hajj)기간과 겹쳐서 사상자의 수는 더 늘어날 것을 염려하고 있는 것 같습니다. 게다가 매년 성지순례 기간에는 압사 사고로 수십, 수백명이 고정적으로 사망하는 사건이 발생하기 때문이죠. 사우디 당국은 무지하게 고민이 되겠네요.

한편 여러 국가에서는 성지순례를 만류하기도 하고, 튀니지의 경우는 금지조치를 내리기도 했다고 합니다.

Saudi floods kill at least 77 as hajj begins

At least 77 people have died in the Saudi Arabian port city of Jeddah following the heaviest rainfall in years, a rescue services spokesman said on Thursday.

Some were drowned or were killed by collapsing bridges and in car crashes, while the rescue services spokesman said another 900 people had to be rescued after being stranded by the floodwaters caused by rainfall of up to 3 inches (76 mm).

The death toll is up from 48 reported earlier on Thursday and up from 13 reported on Wednesday, after heavy rains and floods hit the city on the first day of the annual hajj pilgrimage.

Government official Jassem al-Yaqout told Reuters two bridges on the motorway to Makkah collapsed. A power outage hit parts of Makkah, the state news agency SPA said.

About 1.6 million pilgrims have come from abroad for the hajj, the world's largest regular religious gathering and a duty for all Muslims to perform at least once if possible.

Pilgrims from within Saudi Arabia are set to raise the total above 2.5 million, posing logistical and health challenges.

In central Makkah, pilgrims with umbrellas usually used to protect against the sun walked the ritual path seven times around the Kaaba, the ancient cube-shaped shrine which Muslims face when they perform their daily prayers.

Some worried they would be unable to spend the night in a tent camp in a valley in Mina as they follow the route Prophet Mohammad took 14 centuries ago.

"We are staying in tents for now. Heavy rain turned red-carpeted corridors into streams of water with empty cans of soft drinks floating," said Zohra Nasef, from Morocco and on her second hajj.

"Some pilgrims could not find enough space in tents so we deployed additional ones to shelter them," said Interior Ministry spokesman Mansour Turki.

Authorities have improved facilities to ease the flow of pilgrims, particularly around the area where they throw stones at pillars symbolising the rejection of the devil's temptation. In 2006, 362 people were crushed to death there, the worst hajj tragedy in 16 years.

Officials are also trying to prevent a spread of the H1N1 virus during the crowded ritual. At least four pilgrims have died of swine flu since the beginning of the hajj season.

The kingdom, the birthplace of Islam, has urged Muslims over 65 and under 12 as well as people with chronic diseases and pregnant women not to perform the ritual this year.

Several countries have put restrictions on their pilgrims and Tunisia has banned citizens from going altogether.

This year, the mainly Sunni Muslim kingdom is battling Shi'ite Yemeni rebels after they raided its territory, an issue that raises fears of possible protests by fellow Shi'ite Muslims during the rituals. Saudi Arabia bans public protests, especially during haj.

Riyadh earlier this month warned against any attempt to politicise the pilgrimage. Some 100,000 security staff are on duty in Makkah in western Saudi Arabia.

In 1987, a rally by pilgrims against Israel and the United States led to clashes with Saudi security forces in which 402 people, mostly Iranians, died.

Saudi Arabia, a US ally which sees itself as Sunni Islam's guardian, has often been at odds with Shi'ite Iran, mainly after the 1979 Islamic revolution.

The Saudi warning followed remarks by Iranian Supreme Leader Ayatollah Ali Khamenei to departing Shi'ite pilgrims that they could not ignore conflicts in Iraq, Afghanistan, the Palestinian territories and Pakistan. (Reuters)

두바이, 아부다비에서 50억 빌려

두바이 정부가 아부다비에서 50억 달러를 추가로 빌릴 예정이라고 합니다. 빌린다는 표현이 맞는지 모르겠지만 정확히 말하면, 두바이 정부에서 채권 50억 달러를 발행하는데, 두 개의 은행 NBAD(National Bank of Abu Dhabi)와 알힐랄뱅크(Al Hilal Bank)이 매각 주간사가 되는 형태입니다. NBAD 쪽에서는 일반 채권형태이고, 알힐랄뱅크는 수쿠크 형태입니다. NBAD와 알힐랄뱅크는 모두 아부다비 정부에서 통제하는 은행입니다.

한편 두바이는 부동산, 금융, 관광 등의 산업 분야의 긴급 구호자금을 위하여 200억 달러 규모의 두바이 긴급 구호 기금(Dubai Financial Support Fund)를 조성하였으며, 2009년 초반 두바이 정부는 200억 달러 규모의 장기채권 프로그램을 가동하였는데, 지난 2월에는 UAE 중앙은행에 100억 달러의 채권을 판매하였고, 이번 50억 달러 규모의 채권 추가 발행은 이 200억 달러 프로그램의 일부분 입니다. 그러니 나머지 50억 달러 채권 추가 발행이 남은 것 같네요.

어쨌든 2007년부터 두바이의 거품론이 일었었는데, 정말 심각한 수준이었군요.

Dubai raises further $5bn in bond sale

Dubai officials on Wednesday announced that it has raised a further $5bn as part of its $20bn long term bond programme launched at the beginning of 2009.

The amount issued would meet the "emirate's current needs and obligations", Dubai's Finance Department said, adding that it was a five-year bond priced at four percent.

"The $5 billion tranche was fully subscribed equally by National Bank of Abu Dhabi and Al Hilal Bank and has been divided according to a schedule that specifies drawdown amounts," a statement added.

The first amount scheduled to be drawn down is $1bn and will be split equally between a conventional bond issuance to NBAD and a sukuk to Al Hilal Bank, it said.

“I think the capital raised will be primarily used to finance maturities of key Dubai entities. I believe there would be some level of renegotiation with creditors, which may allow for some push outs in repayments,” Saud Masud, head of research and senior analyst for real estate in the Middle East and North Africa at UBS, told Arabian Business.

By placing the issue with banks, Dubai was demonstrating a measure of independence from Abu Dhabi, the capital and the wealthiest of the seven emirates that comprise the UAE federation, Mohammed Shakeel, Mideast economist at the Economist Intelligence Unit, told Reuters.

But economist Monica Malik at bank EFG-Hermes in Dubai, added: "Although it has not come from a federal source ... both of the banks are Abu Dhabi-government controlled banks. It's in line with our view that there will be limited pure-private interest."

Dubai set up a $20 billion Dubai Financial Support Fund after the financial crunch hurt its property, finance and tourism industries.

The emirate raised $10 billion by selling bonds to the UAE central bank in February.

Both NBAD and Al Hilal Bank are majority-owned by the Abu Dhabi government through the Abu Dhabi Investment Council, or ADIC.

Al Hilal Bank is fully-owned by ADIC, while NBAD is 70.5 percent owned by the entity, according to Zawya.com data, Zawya Dow Jones reported.

UAE 아부다비 자예드 대학교, 2011년 완공 예정

UAE 수도 아부다비의 자예드(Zayed)대학교가 2011년 3/4분기에 완공될 예정이라고 합니다. 이 대학교는 아부다비의 통치 가문인 Zayed의 이름을 따 명명되는 대학교인데요, 아부다비 국제공항 근처 아부다비 신도시에 위치하게 되며, 75헥타르의 부지에 현재 시공 중이라고 합니다. 종합대학교인데다 6,000여 학생들을 수용할 수 있는 시설로 설계되었다고 합니다.

국립 대학교인지 사립 대학교인지 구분지어지지는 않았지만, 사립 대학 형태의 국립 대학이지 싶습니다. 정부 투자 공사인 무바달라 디벨롭먼트(Mubadala Development Company)에서 10억 달러를 파이낸싱 하여 민관합동(Public Private Partnership) 형태로 파이낸싱을 한 것이네요.

그런데 교육을 가지고 돈놀이를 하고 있다는 느낌을 지울 수가 없습니다. 10억 달러를 파이낸싱 했다면, 분명 투자 가치가 있어서 하는 것일텐데, 투자금 회수는 어떻게 하겠습니까? 물론 자산 가치가 오르는 것도 있겠지만, 자산 가치가 오르기까지는 빌려온 돈에 대해서 이자를 지불해야 할텐데, 당연히 등록금 등으로 충당하겠죠. 결국 학비가 무지 비쌀 것이라는 판단이 서게 됩니다.

어쨌든 2011년 3/4분기에 완공이 된다면, 2012년부터 입학 가능하겠네요.

Mubadala completes $1bn financing for uni project

Abu Dhabi has completed a $1bn financing of a new university campus in Abu Dhabi, the investment arm of the emirate announced on Wednesday.

Mubadala Development Company, the Abu Dhabi government-owned investment fund, said it has closed an oversubscribed $1bn non-recourse financing of the Zayed University public-private partnership (PPP) project.

A joint project between Mubadala and Abu Dhabi Education Council (ADEC), the new Zayed University Abu Dhabi campus is currently under construction on a 75 hectare lot located in the New Capital District of Abu Dhabi, near Abu Dhabi International Airport.

The new campus is designed to accommodate 6,000 undergraduate and graduate students and is due to be complete in the third quarter of 2011.

The Zayed University campus PPP is the second major project Mubadala is developing with ADEC. In December 2008 they announced the closing of a $327mn debt package with a 20 year tenor for the Paris-Sorbonne University PPP project on Reem Island.

Mubadala said in September that profit for the first half of the year came in at AED737.7mn ($200.8mn), down 39 percent from a year earlier. However, assets under management grew 46 percent to AED79.4 billion.

북한 쿠데타, 김정일 망명, 한반도 통일. 가능한 시나리오?

이름을 밝히지 않은 어떤 분이 이런 주장을 했습니다.

2011년 말경부터 2012년 초까지 북한 내부에는 큰 변화가 있을 것으로 전망되며

그 큰 변화라는 것은 김정일 부자의 권력 승계의 불확실성에서 기인하여,

김정일 체제에 불만을 품고있는 세력들이 조직적으로, 암암리에 쿠데타를 일으킬 것이라는 설입니다.

또한 김정일 정권은 2012년까지 강성대국(전 인민이 쌀밥을 먹는 나라)을 만들겠다는 목표아래

인민들의 생각과 삶의 목표를 2012년으로 집중시켜 놓았는데,

정작 김정일은 아무런 대책없이 핵문제만 가지고 지루한 싸움을 하고 있다는 것입니다.

또한 더 이상 북한 주민들의 의식이 고분고분 하지 않은 것도 그 요인이라고 합니다.

중국과의 국경지대에 사는 북한 주민들 가운데 중구에 다녀와 보지 않은 사람이 없을 정도라고 하는데,

중국과 북한과의 경제력 차이를 실감한 주민들은 더 이상 세뇌에 고분고분 하지 않다는 것입니다.

김정일의 건강 악화도 큰 이유 가운데 하나입니다.

앞서 말한 것과 같이 김정일은 아들 중 누군가에게 권력을 물려줘야할 정도로 건강이 악화되어 있는데,

북한을 이끌어갈 카리스마가 있는 아들이 누가 있겠는가...

김정일은 후계구도를 명확히하여, 그 아들에게 정치 실습 기회를 줬어야 했어야 했는데 그러지 못했다는 거죠.

그러니 건강이 극도로 악화된 김정일이 할 수 있는 선택은 무엇이겠습니까?

결국 이러저러한 이유로 김정일은 더 이상 체제의 견고함을 유지하지 못하게 될 것은 명약관화한 일이고,

북한 권력층의 반발 세력을 감지하는 순간, 아직까지는 고분고분한 것 같은 '순한 양들'이 분개하는 순간

김정일은 제 살길을 찾아 어디론가 망명 신청을 하겠다는 주장이네요.

위의 이유는 수 많은 이유 가운데 하나일 뿐이고, 더 많고 복잡한 요인들이 얽혀 있겠죠.

아무튼 통일에 대한 기대감이 높아지는 것 같습니다.

중동지역 자가용 비행기 시장은 얼마?

세계적 조사기관인 Frost&Sullivan에 따르면, 중동지역 자가용 비행기 시장의 예상 성장률은 10년간 매년 6.21%씩 증가할 것(CAGR)으로 전망되었다고 합니다.

2008년 중동지역에서의 자가용 비행기 판매액은 약 4.94억 달러 였다고 합니다. 2008년 자가용 비행기 운항 횟수는 9만 3,000여 건이었으며, 올해는 약 10만 3,000여 건이 될것으로 전망된다고 합니다.

2018년까지 중동 지역 비행기 판매는 약 458대로 예상되며, 그 가운데 사우디아라비아가 독보적으로 가장 많은 154대가 판매될 것으로 예상 된다고 하네요.

2005년 자료에 의하면 중동지역의 고액자산가(HNWI)는 약 25만 여명으로서, 이는 전세계 고액자산가의 3%에 해당하는 수라고 합니다. 그런데 이 수치가 2012년에는 5%로 증가된 70만 여명이 될 것으로 전망된다고 하네요.

장기적 관점으로 중동지역의 자가용 비행기 시장 잠재력은 사우디아라비아가 37%가 될 것이며, 그 뒤를 UAE가 24%로 뒤따를 전망이라고 합니다.

Mideast business jets market seen growing 6% for 10 years

The Middle East business jets sector is predicted to see annual growth of more than six percent over the next 10 years, a new report has said.

Despite the global economic slowdown that adversely affected the commercial aviation industry worldwide, the air taxi business is expected to be a major driver for the Middle East market to 2018.

New analysis from Frost & Sullivan, called Middle East Business Jets Market Assessment, found that the market earned revenues of $493.9 million in 2008.

The business jets aircraft movement was 93,000 in 2008 and has grown to 103,000 this year with growth expected to continue.

The report said business jets aircraft movements would reach 160,000 in 2018, a compound annual growth rate (CAGR) of about 6.21 percent.

"There is significant potential for the very light jets market in the Middle East," said Frost & Sullivan team leader John Siddharth.

The expected number of business jets to be delivered in the Middle East will be approximately 458 by 2018 and the number of jets expected to be delivered in Saudi Arabia alone will be about 154, the report added.

"In 2005, the number of high net worth individuals (HNWIs) was around 0.25 million in the Middle East, accounting for nearly 3 per cent of the global HNWI population," added Siddharth.

"This is anticipated to become 5 per cent or approximately 0.7 million by 2012, positively impacting the market's prospects."

The report said the most potential market for business jets within the Middle East was Saudi Arabia, which held about 37 percent of the market potential in the long term, followed by the UAE with nearly 24 percent of the market potential.

UAE, 신개념 극장 'The Picturehouse'개관

UAE에서는 처음으로 신개념 문화예술극장이 개관하였다고 합니다. 개관한 극장은 'The Picturehouse'라고 하는데 Dubai Mall 내에 있는 Reel Cinemas의 일부분인 것 같습니다. 개관 상영작은 'Paper Heart'이고 이후 4개의 추가 영화가 상영 준비 중에 있다고 합니다.

이 새로운 개념의 영화는 싱가폴의 arthouse cinema의 해외 영업지점 같네요. 이 극장은 1990년 싱가폴에서 개관하였구요.

어쨌든 이 극장의 좌석은 100석이며, 개별 라운지가 있다고 합니다. 특화된 서비스 제공을 목적으로 하는 것 같네요.

극장에 관한 세부적인 설명은 나와있질 않네요. 아직 홍보가 덜된 상태인가 봅니다.

First UAE arthouse cinema opens in Dubai Mall

The UAE’s first arthouse cinema opened on Monday at the Dubai Mall representing a “new wave of cinema in the UAE”.

The Picturehouse, located in Reel Cinemas, will show only small, independent films.

It opened with the indie love story ‘Paper Heart’, a story about Charlyne Yi who embarks on a journey across America to make a documentary about love.

Four other films have been lined up for showing until January – the political satire ‘In The Loop’; a soul-searching comedy ‘Cold Souls’; ‘No One Knows About Persian Cats by the Iranian film director Bahman Ghobadi; and ‘The Shock Doctrine’ an investigation of disaster capitalism.

“The Picturehouse represents a new wave in cinema in the UAE. For serious movie lovers, it will bring a wide array of exciting classics, arthouse and independent films, which will spark debates amongst our patrons,” said Gordon Kirk, general manager, Reel Cinemas.

“The Picturehouse will also screen critically acclaimed films and movies from the Arab World, thus offering the first of its kind platform to promote local talent.”

The Picturehouse was Singapore’s first arthouse cinema. It opened in 1990 and has played an important role in the city’s cinematic history, explained Suhaimi Rafdi, Cathay Organisation CEO.

“When we were developing the Reel Cinemas brand, there was no doubt that we would introduce The Picturehouse as one of its key unique features in Dubai and we hope it will play an important role in the development of UAE cinemas,” he said.

The Picturehouse seats about 100 people and has its own lounge area.

카타르-바레인 연결 방조제 공사 내년 상반기 중 실시

카타르와 바레인은 연결하는 방조제 공사가 이르면 2010년 1/4분기 중 시작될 예정이라 합니다. 최초 계획은 2009년 중 공사하는 것이었는데 추가 철도 공사 등의 이유로 프로젝트 시공이 늦춰진 것이라고 합니다.

내년 1/4분기 중 공사를 시작하면 2015년중 완공될 예정이라고 하네요. 시공사로는 프랑스의 Vinci와 독일의 Hochtief AG라고 합니다. 공사금액은 30억 달러 정도로 평가한다고 하네요. 한편 바레인 의회에서는 프로젝트 시공비를 40~50억 달러 정도로 평가하구요. 이렇게 공사비 평가금액이 많은 차이가 나는 이유는 나와있지 않네요.

이 방조제는 다목적 방조제인 것 같습니다. 인도도 물론 포함 될테고, 차도와 철도 까지 있네요. 이 방조제는 총 연장 1,940km의 GCC 레일 네트워크 중 일부이기 때문에 철도가 포함되는 것입니다. GCC 레일 네트워크는 6개 국가를 잇는 철도 네트워크로서 총 공사비 200억 ~ 250억 달러이지만, 철도관련 부대 사업비용 까지 합치면 무려 1,000억 달러까지 달한다고 합니다.

Qatar-Bahrain causeway work to being Q1 2010

Construction of a 40 km causeway that would connect gas exporter Qatar to the Gulf island state of Bahrain will start in the first quarter of 2010, an official said on Sunday.

"We are evaluating the final design and cost of the project and expect construction to start early next year," Jaber al-Mohannadi, general manager of the Qatar-Bahrain Causeway Foundation, told a conference in Abu Dhabi.

Construction was initially scheduled to start in 2009, but the addition of rail lines delayed the project.

"Project completion will be 2015," he said, but declined to give the estimated cost of the project because the figure was yet to be finalised.

Contractors selected to carry out the project include France's Vinci and Germany's Hochtief AG, Mohannadi said.

The latest official cost estimate of the causeway, one of the longest in the world, stands at $3bn to be shared between Bahrain and Qatar. Users of the bridge will have to pay a toll, Mohannadi said.

Jassim Ali, a member of the financial and economic affairs committee of Bahrain's parliament, estimated the project to cost $4-$5bn.

"Qatar will probably be providing some soft financing to Bahrain" to help cover its share of the cost of the project, Ali said.

Qatar, the world's largest exporter of liquefied natural gas, has one of the world's highest per capita gross domestic product, while Bahrain is a small oil producer with limited public finances.

The rail tracks on the causeway would be part of a planned train network that will connect the members of the Gulf Cooperation Council (GCC), which also include Saudi Arabia, Kuwait, Oman and the UAE.

The 1,940-km GCC rail network will cost $20-$25bn as Gulf Arab states plan to spend more than $100bn on various rail projects to improve public transportation.

Qatar and German rail and logistics group Deutsche Bahn signed a $23bn deal that provides for building a passenger and freight railway.

Bahrain in April launched a new port that it hopes would help it become a shipping hub for the northern part of the Gulf. (Reuters)

사우디 보건부는 지난 21일(토) 핫지(성지순례)기간 동안 신종플루 사망자가 4명 발생하였다고 발표하였습니다.

사망자는 75세 수단 남성, 17세 나이지리아 여성, 74세 인도 남성, 75세 모로코 여성 이었습니다.

사우디 정부는 이번 핫지 기간 동안 젯다의 공항, 항구 터미널에 온도 감지 장치를 설치, 보건인력 15,000여명 추가 배치 등의 노력을 다 하였다고 합니다.

Saudi confirms four pilgrims die of swine flu

Four pilgrims in Saudi Arabia to complete the hajj have died from swine flu, the Ministry of Health confirmed on Saturday.

The first person was a 75-year-old Sudanese man, who developed H1N1 symptoms four days after arriving in Madinah. He was treated by the Sudanese medical hajj mission and then admitted into hospital, but his condition deteriorated, reported the Saudi Gazette.

The second case was a 17-year-old Nigerian girl, who developed swine flu symptoms two days after arriving from Cairo.

The third casualty was a 74-year-old Indian pilgrim admitted to Makkah hospital suffering from fever and bronchitis.

And the fourth person was a 75-year-old Moroccan woman already suffering advanced lung cancer.

The Saudi authorities have introduced a series of measures to prevent the spread of swine flu during this year’s hajj. Thermal cameras have been installed at air and sea terminals in Jeddah to measure arriving pilgrims’ temperatures. While 15,000 health workers have been employed and hundreds of extra hospitals beds set up.

50조원 규모 UAE 원자력 발전소 입찰, 한국 컨소시엄 참여

UAE 정부는 수 주내로 400억 달러 규모의 원자력 발전소 건설 낙찰자를 선정할 것이라고 합니다. 유력한 낙찰자는 GDF Suez社를 중심으로 하는 프랑스의 컨소시엄이라고 하네요.

한국 기업들의 경쟁으로 인하여 한국 컨소시엄으로 넘어 올 뻔 했는데 프랑스 컨소시엄이 유리한 위치를 점한 것 같습니다. 다른 입찰자들을 보면 한국전력(KEPCO), 현대건설(Hyundai Engineering and Construction), 삼성물산(Samsung C&T), GE, 히타치 컨소시엄이 있네요. 3개 국가 5개 회사가 컨소시엄을 구성하여 입찰 했다느느 것인지, 미국/일본이 하나, 우리나라 3개 회사가 하나 했다는 것인지 모르겠네요.

이번 입찰은 중동지역 에너지 관련 입찰 가운데 가장 규모가 크기 때문에 강한 인상을 심어줄 수 있는 기회였는데, 아쉽네요. 물론 현대건설이나 삼성물산은 중동지역에서 알아주는 외국계 건설사 가운데 하나입니다만, 어쨌든 우리나라 기업들 화이팅 입니다.

UAE nuclear deal seen in next few weeks

The UAE will award a $40bn contract to build several nuclear power reactors to a French consortium in the "next few weeks", the head of utility group GDF Suez said on Friday.

The grouping includes GDF Suez, nuclear engineering group Areva and oil company Total, with technical support from power utility EDF.

The French team, originally seen as the frontrunner for the deal, had appeared in recent weeks to be losing ground to a rival bid by Korean groups.

Other bidders include a consortium comprising General Electric and Japan's Hitachi and another involving Korea Electric Power Corporation, Hyundai Engineering and Construction and Samsung C&T corporation.

The contract will be the largest ever energy contract awarded in the Middle East.

The incoming head of state-controlled EDF said earlier this week in French financial daily Les Echos that the French nuclear industry should undergo a major restructuring, notably to be more competitive internationally.

"Can we allow ourselves to lose our focus while others are pooling their strength," Henri Proglio said in the newspaper.

Gerard Mestrallet, the head of GDF Suez, defended the French bid, saying that the French nuclear sector should be supported.

"Today, one should not criticise the French nuclear industry, one should support it and back it," Mestrallet said at a conference. (Reuters)

두바이, 임금체불 기업은 살아남기 힘들어

두바이 노동부에서는 이번에 고용인에게 임금을 체불한 기업들에 대한 엄격 조치 방안을 발표하였습니다.

이번 조치는 지난 8월에 발의된 것으로서, 50인 이상 근로자를 고용하고 있는 기업들을 대상으로 하고 있습니다. 어떤 근로자가 임금을 받지 못하여 당국에 민원을 제기할 경우, 당국은 실사를 벌이게 되고, 진실로 파악되면 그 업체는 검찰(Public prosecutor)로 기소가 되며, 결국엔 형법(Criminal Act)으로 다뤄지게 된다고 하네요.

노동부는 이런 새로운 제도를 각급 사업장에 이메일 등을 발송하는 등 홍보 기간을 거쳐, 사업장으로부터 근로자에 대한 임금지불 내역에 대한 월간 보고를 받게 됩니다. 물론 반강제적으로 업체들은 이에 동의하는 서명을 하여야 하며, 30일이 넘도록 월간 보고를 하지 않으면 제제조치를 당하게 됩니다.

정확한 양형기준은 더 살펴봐야 겠지만, 이제 조금 근로자에 대한 처우가 개선되는 느낌이네요.

Dubai to act tough on employees’ salary defaulters - paper

Companies that submit dishonest reports regarding salary payments to their employees will be referred to the public prosecutor, according to a report on Friday.

Acting director general at the labour ministry, Humaid Bin Deemas, told the Gulf News daily that firms that submit documents to the ministry that wrongfully claim to have paid their employees salary on time will be charged with forgery and will be referred to public prosecutor as this will be considered a criminal act.

"The ministry has introduced a new system under which each company must send through e-mail to the ministry a monthly report regarding their employees' salary," he said.

The minister said any company that failed to send the report within 30 days of transferring salaries will be blocked.

"If a company introduces its monthly report saying that they have paid the salaries on time, and then the ministry receives a complaint from any [person] in this specific company that they did not receive their salaries, that will lead to blocking the company.

"We will investigate such complaints from workers who say they have not been paid. If it's proved that the company did not pay them, then we will refer that company to the public prosecutor," he said.

The ministry told the Gulf News daily that in August this year, it had issued a decision that stipulated that each company that employed more than 50 people must sign an undertaking at the ministry stating that they are paying the employees salaries on time.

호텔 산업 분석 회사인 STR Global에 의하면 2009년 10월 현재 중동북아프리카(MENA) 지역 호텔 객실 총 수는 63만 4,226개이며, 437개 호텔 신축, 12만 여개의 객실이 공사 중이라고 합니다.

이 기사에서 'The development pipeline'이 무슨 의미인지 정확히 모르겠네요. 어쨌든 MENA지역에서는 단연 UAE가 3만 여개의 객실 공사를 진행 중이고 사우디아라비아(7,406), 모로코(6,640), 카타르(5,408) 등이 그 뒤를 잇고 있다고 합니다.

437 new hotels in MENA construction pipeline

The total number of hotel rooms in the Middle East and Africa region stood at 634,226 in October with more than 120,000 in the construction and planning pipeline, latest figures showed on Thursday.

The development pipeline, calculated by hotel industry analysts STR Global, included a total of 437 hotels comprising 120,682 rooms, with more than 74,000 rooms under construction.

The UAE reported the largest number of rooms in total active pipeline (53,789 rooms), but this figure was more than 3,000 down on the previous month.

The UAE had just over 30,000 rooms in the In Construction phase in October, the STR report added.

Saudi Arabia's hotel sector was the second most active in October with 7,406 rooms in the In Construction phase - down more than 3,000 on the previous month - and 13,469 rooms in the total active pipeline.

Two other countries reported more than 5,000 rooms in the total active pipeline last month - Morocco (6,640 rooms) and Qatar (5,408 rooms).

Among the hotel chain segments, three accounted for nearly 70 percent of the total active pipeline.

The luxury segment and the unaffiliated segment each made up 24.3 percent with 29,332 and 29,272 rooms respectively while the upscale segment accounted for 21.2 percent with 25,642 rooms.

STR's September Construction Pipeline Report previously said 442 hotels comprising 120,589 rooms were in the development stage in the region.
