미국 대통령 전용기 관련 미 공군 자료입니다. 2006년 샌프란시스코-크로니클紙 에 동 자료가 공개되었다, 보안상의 이유로

논란이 된 적도 있는 자료입니다. 그러나 지금은 누구나 접할 수 있는 자료입니다.

미 대통령 전용기는 보잉 747-200B 기종을 개조한 것으로, 미 공군 제식명은 VC-25A 입니다. 일반적으로 언론에서는 미 공군

코드-원 이라고도 부릅니다.

VC-25A 는 1990년 하반기에 2대가 도입 현재까지 운용되고 있으며, 미 공군은 차기 전용기 도입사업을 추진하여 2017년부터

운용하고자 한다는 계획을 금년 초 발표한 바 있습니다. 후보기종으로는 미 보잉사의 747-8 과 유럽 에어버스사의 A380 이 거론

되었으나, 에어버스사는 동 사업에 참여하지 않겠다는 발표를 공식적으로 함으로써, 현재는 보잉사의 747-8 과 787 이 후보기종

으로 남아있습니다.

한편 차기 미 대통령 전용기 도입사업을 진행함에 있어 지적되는 문제점은, 후보기종으로 거론되는 2개 기종 모두 아직 개발이

완료되지 않은 기종들이라는 점과, 3대를 확보하고자 하는 미 공군의 입장에서 1대당 약 3억5천~4억불로 예상되는 도입 비용

입니다. 차기 전용기 도입사업에 있어 이 두 가지 문제점을 어떤 형태로 풀어나가느냐 하는 점이 당면 과제라 할 수 있겠습니다.

동 사업에 대해서 지난 수년간 문제점을 지적해온 사람들의 얘기를 모아 본 기사 입니다.

F-35 test flight 11-13-08 002 In a column posted on Huffington Post, Winslow Wheeler, director of the Straus Military Reform Project at the Center for Defense Information, reprises a long ago commentary on the political finagling that led to the Joint Strike Fighter.

The August 2000 commentary (The JSF: One More Card In The House) by Chuck Spinney, former Air Force officer and civilian Pentagon weapons program cost analyst, makes some interesting points that in hindsight were eerily prescient of the situation that could be developing today.

The Joint Strike Fighter (JSF), central to the Department of Defense's modernization agenda, looks more and more like a case of "Here we go again." Why? Because:

* Without timely deliveries of 2,853 JSFs, beginning in 2007, the plan to modernize Air Force, Navy, and Marine Corps tactical aviation (TacAir) forces won't happen.

* Without the promises of acquisition reform-cost savings, shorter development times, increased production efficiencies, all without sacrificing capability-the economic assumptions gluing together the entire DoD modernization program unravel.

The TacAir house of cards is the inevitable product of short-sighted decisions made as the Cold War ended. In 1991 and 1992, the Air Force and Navy prematurely rushed the F-22 and F/A-18E/F, respectively, into engineering and manufacturing development (EMD) without determining how they would modernize the entire force over the long term. In both cases, the aim was the same: build political support networks quickly before the threat of a peace dividend became the skunk at the garden party - and hope that the future would take care of itself.

And this part of the story is, well, we've seen it before. Full speed ahead and worry about the costs and consequences later.

In March 1999, the Congressional Budget Office reported to the Senate Armed Services Committee that JSF costs might be underestimated by as much a 50%; in March 2000, the General Accounting Office told Congress the development program should be lengthened to reduce technical/cost risks: "To allow the JSF to proceed as planned - without maturing critical technologies - would perpetuate conditions that have led to cost growth and schedule delays in many prior DoD weapons system acquisition programs." The GAO claims DoD restructured the program so that the EMD decision will be made with even less information than originally planned, and the program has migrated toward the traditional practice of developing technologies and products concurrently.

Some interesting reading. Spinney, by the way, was a protege of the late Col. John Boyd, one of the fighter mafia leaders and a co-father of the F-16.

U.S. May Add Money to Program for F-35 Jet

The Pentagon is considering adding more than $200 million to the Joint Strike Fighter program and providing more planes for flight tests to try to reduce the possibility of large cost overruns over the next several years, military and industry officials said on Friday.

Top Pentagon acquisition officials plan to discuss options this weekend at a meeting with executives from Lockheed Martin, the prime contractor on the $300 billion program, the military’s largest.

The meeting was prompted by an internal Pentagon report suggesting that work on the new stealth fighter, known as the F-35, had fallen so far behind schedule that it could cost up to $16.6 billion more than expected over the next five years.

Lockheed Martin has disputed that assessment, and Pentagon officials have described it as a worst case that they are determined to prevent.

The biggest cost increases would come if Lockheed Martin failed to complete the flight test program by 2013. So besides adding the money in the fiscal 2011 budget, which is now being prepared, the officials said they might buy another test plane and let Lockheed use some of the earliest operational models to help finish the testing.

The Pentagon plans to buy more than 2,400 F-35s over the next 25 years, and the Air Force, the Navy and the Marine Corps will have their own versions of the single-engine fighter. Eight allied nations are also investing in the project and could buy hundreds of planes.

President Obama and the defense secretary, Robert M. Gates, praised the F-35 as the new mainstay fighter when they persuaded Congress to halt production of the more sophisticated F-22 last summer. And Mr. Gates recently said he thought “most of the high-risk elements associated with this development program are largely behind us.”

But Pentagon and Congressional auditors have criticized the program in recent years for problems with suppliers, delays in producing the first planes and a flight test program that remains only 2 percent complete.

The latest concerns came from a special Pentagon assessment team, which includes experts on airplane production who work for an office that estimates the cost of all major Pentagon programs.

The team projected that the jet program would have a $230 million shortfall in fiscal 2011. It also warned that continuing delays in the testing could escalate into much bigger overruns by forcing Lockheed Martin to retain a larger engineering staff and fix problems on planes it had already built.

Company officials said that if the Pentagon bought another test plane, it would be the Navy version meant to fly from aircraft carriers, and it would be ready for the latter stages of the flight testing.

Daniel J. Crowley, one of Lockheed Martin’s co-managers for the project, said in an interview on Friday that the company had been building planes faster and with fewer errors in recent months. He said he believed that the company’s extensive use of computerized simulations to test various systems could also save time and help it get back on schedule by 2011.

Thomas P. Christie, a former top Pentagon testing official, said contractors had made similar assertions about the benefits of computer simulations in building earlier planes, only to find that unexpected problems cropped up in the flight tests.

He said he thought the assessment team would turn out to be correct in its estimates of the potential cost overruns.

But Geoff Morrell, Mr. Gates’s press secretary, said the Pentagon was also concerned about adding too much to the program’s budget, because that could take the pressure off Lockheed Martin to manage the program better.

A laser system built for the Air Force shot down five unmanned aircraft during a test in May at the Naval Air Weapons Station at China Lake, Calif.

The Mobile Active Targeting Resource for Integrated eXperiments - or MATRIX - fired a 2½ kilowatt-class high energy laser that knocked down the aircraft, according to an Air Force Research Laboratory statement.

MATRIX “acquired, tracked” and destroyed the targets at “significant ranges,” the statement said. Scientists and engineers will design the laser system to protect the U.S. from enemy unmanned aircraft.

It was unclear how the laser brought down the aircraft or how big they were.

Boeing Directed Energy Systems built the MATRIX. The defense contractor has also developed the Airborne Laser - a Boeing 747 with a laser mounted on the nose designed to shoot down ballistic missiles.

Boeing also tested its Laser Avenger system at China Lake. The Humvee-mounted directed energy air defense system shot down another unmanned aircraft.

The Air Force Research Lab sponsored the test, which also was attended by Army and Navy officials.

“These tests validate the use of directed energy to negate potential hostile threats against the homeland,” Bill Baker, chief scientist of the Lab’s Directed Energy Directorate, said in a statement.

미 해군 EA-18G 그라울러, Boeing EA-18G Growler...

미국 보잉사가 차기 미 해군 전자전기 (Electronic warfare aircraft) 로 2007년 부터 개발, 2009년 실전배치된 EA-18G Growler 자료

입니다.

보잉사가 미 해군 함재기용으로 개발한 F/A-18 Super Hornet 전투기의 2인승(복좌기) F 모델을 바탕으로, 기존 미 해군이 운용중인

전자전기 EA-6B Prowler 를 대체하는 최신예기 입니다. 미 해군은 약 90 여대를 도입할 예정으로 있으나, 예산의 확보만 이루어 진다면

추가 도입을 희망하고 있는 기종입니다.

호주 공군의 경우, 현재 도입이 진행되고 있는 24대의 F/A-18E/F Super Hornet 중, 12 대에 대해서는 향후 Growler 로의 변경 도입이

가능하도록 미리 기체 내부에 각종 배선 및 전자전 장비를 장착할 수 있도록 제작 한다는 발표도 있었습니다.

보잉사 역시 2009년 상반기에 Growler Lite 라는 수출용 모델을 공개하기도 했습니다. Growler Lite 의 경우 AN/ALQ-99 라는 강력한

전자전 수행 장비를 제외하고 대신 인공위성을 이용한 지상관제소와 아군기 간의 통신 및 Data-link 연결 장비들을 탑재하는 것으로

알려져 있습니다. 물론 Growler Lite 의 경우에 있어서도, 미 의회의 사전승인이 있어야만 수출이 가능한 품목입니다.

현재 우리 대한민국 공군이 진행하고자 하는 KF-X 사업에 있어, 12월초에 최종적으로 동 사업에 대한 진행을 결정하고, 후보 기종으로

만약 F/A-18 급으로 결정이 난다면, 위 Growler Lite 도 동시에 도입이 되었으면 하는 바램입니다.

유럽 EADS (European Aeronautic Defense & Space Company) 계열 Airbus Military 社 에서 개발중인

군용 중형수송기 A400M 의 풍동실험 (Wind Tunnel Test) 자료입니다.

최근 A400M 은 그동안 각종 어려움을 뚫고 스페인 세빌 Plant 에서 Ground Test 를 진행하겠다고 발표한 바

있습니다만, 곧이어 남아프리카공화국 (South America) 의 구매취소 결정 소식도 있었습니다.

A400M 의 개발초기에 진행된 자료입니다만, 대한민국이 KF-X 뿐만 아니라 군용이든상용이든, 고정익 이든

회전익기 이든, 항공기를 자체적으로 개발하고자 하는 계획을 가지고 있다면, 필수적으로 갖춰야 하는 연구시설

입니다. 물론 현재 국내에도 몇몇 곳에 풍동실험을 포함한 Aerodynamic 관련 실험연구 시설이 있지만

확충 보완이 필요한 현실 입니다.

영국 BAE 社가 건조한 원자력추진 공격잠수함 아스튜트(Astute) 호가 11월 16일 영국 잉글랜드 북서부 Cumbria 주

Barrow-in-Funess 항을 출발하는 모습입니다.

이번에 출항한 아스튜트호는 약 4~5일 정도의 항해를 통해 최종 점검을 실시할 예정이며, 11월 20일경 최종 목적지

Scotland 서해안 Clyde 해군기지에 도착, 실전배치 될 예정입니다.

아스튜트호는 영국이 건조하고 있는 원자력추진 공격잠수함 1번 함으로써, 2007년 6월 진수식을 갖고 그 동안 각종

성능시험과 무장 장착 작업을 거쳐 이번에 최종 영국 해군에 인도되는 것 입니다.

아스튜트호의 제원을 간략히 설명하자면; 수중배수량 약 7,400 톤, 수중최대속력 29 노트, 승조원 약 140 명, 순항미사일

토마호크, 잠대함 미사일 (Sub Harpoon) 등을 장착하는 것으로 알려져 있으며, 영국은 총 10척을 계획하고 있었으나

예산 압박에 따른 어려움으로 7척으로 축소된 상태이며, 이 역시 2009년 11월 현재 4척만 건조되고 있는 상황을 고려한다면,

인도 공군 MiG-29 성능개량 소식...

인도 공군은 미그-29 (MiG-29) 의 첫 해외 고객으로서 1980년대 초부터 도입 운용하고 있습니다.

그 동안, 미그-29 는 인도 공군 뿐만 아니라 러시아 공군 그리고 다수의 해외 도입국가에서 운용 중

빈번한 사고가 있었으며, 특히 러시아 공군은 2008년 전 미그-29 에 대해서 운항금지를 내린 바 있는

기종 입니다.

이러한 어려움을 뚫고(?) 인도 공군은 지난 9월, 미그-29 의 성능개량에 필수적 요소인 RD-33 series 3

엔진 26대를 도입하기로 러시아 국영 Rosoboronexport 社와 계약을 맺은 바 있습니다.

RD-33 series 3 은 기존 RD-33 에 비해 증강된 내구성과 수명연장 그리고 추력편향노즐 (TVN, Thrust Vectoring Nozzle) 을

채용할 수 있는 엔진 입니다.

러시아 Vympel R-77 (RVV-AE) AMRAAMSKI...

러시아 Vympel 사의 중거리 레이저 유도 공대공 미사일 R-77 (RVV-AE) 자료입니다.

나토의 공식명은 AA-12 Adder 이며, 미국 Raytheon 사의 AIM-120 AMRAAM 과 비교되는

것이라 하여 AMRAAMSKI, 암람스키, 라고도 불립니다.

R-77 의 사정거리는 각종 자료들마다 조금씩 틀립니다만, 일반적으로 50~90 km 정도의 사정거리를

가지는 것으로 나와 있으며, 미국산 AIM-120 들과 비교시 사정거리가 약간 긴 것으로 알려져 있습니다.

물론 현재 개발 중인 AIM-120D 형 보다는 짧습니다.

미 Maryland州 NAS Patuxent River 에 도착한 F-35B (BF-01)...

11월 13일 미 Texas, Fort Worth 에 위치한 록히드마틴 공장에서 미 공군과 대부분의 해외 국가들이 도입하게 될

CTOL (Conventional Take-off & Landing) F-35A 양산 1호기, AF-01 의 초도 시험비행이 성공적으로 이루어진 바 있는데요.

같은 날 미 해군용으로 개발된 B형, 즉 STOLV (Short Take-off & Vertical Landing) F-35B, BF-01 이 Fort Worth 를

출발하여 Georgia 州 Marietta 공장을 거쳐, 15일 Maryland 州 Patuxent River 해군기지에 도착하는 사진들 입니다.

F-35B (BF-01) 는 앞으로 약 한달 여의 일정으로 수직이착륙 시험비행과 각종 테스트를 미 해군으로부터 받을 예정입니다.

마지막 사진은 구글어스에서 찾아 본 NAS Patuxent 기지의 모습입니다.

참고로 록히드마틴 社 (Lockheed Martin) 는 1995년 Lockheed 와 Martin Marietta 社 의 합병으로 탄생한 회사名 입니다.

기존 Martin Marietta 의 본사(공장) 위치는 Georgia 주 Marietta 에 위치하고 있었는데, 두 회사의 합병 후에도 여전히

Marietta 공장이 가동되고 있으므로 Lockheed Martin Marietta Plant 라고 부르고 있습니다.

중국이 개발한 휴대용대공미사일 FN-6 입니다. HY-6 라고 부르기도 합니다만, 중국이 대외적으로 사용하는

제품명은 FN-6 입니다.

FN-6 는 휴대용대공미사일 (MANPAD, Man Portable Air Defense Missle) 제3세대에 해당되는 시스템으로서

미국의 Stinger B, 프랑스 Mistral, 러시아 Igla 그리고 대한민국의 [신궁] 과 비교될 수 있는 대공미사일 시스템

Lockheed Martin F-35A (AF-01) 시험비행 성공...

미국 록히드마틴사가 제작하고 있는 5세대급 스텔스전투기 F-35 JSF 의 A형 (CTOL, Conventional Take-off & Landing) 1호기에 대한 초도시험비행이 (B1 flight) 성공적으로 이루어졌다고 합니다.

미국 현지시각 11월 13일(금) 13:30, Texas주 Fort Worth 공장을 이륙한 F-35A 1호기, AF-01, 가 예정된 1시간을 넘어 약 1시간40분에 걸친 시험비행을 무사히 마쳤다고 합니다.

시험기가 아닌 양산 체제에서 본다면, 이번 초도비행에 성공한 AF-01 이 F-35 A형에 있어서 실질적인 1호기라 할 수 있으며, 향후 미 공군을 포함 해외 고객들에게 가장 많이 판매하게 될 모델입니다.

사실 A형 1호기 AF-01 은 2008년 12월에 처음으로 모습을 드러냈었는데요, 거의 1년여가 흐른 13일 초도비행이 이루진 것을 보자면, 현재 F-35 JSF 개발사업이 겪고 있는 여러 어려운 점을 단적으로 보여주는 것 같아 안타까운 마음이 앞섭니다.

한편 미 해군이 구입하게 될 F-35B STOLV (Short Take-off & Vertical Landing) 1호기, BF-01, 역시 Fort Worth 공장을 출발하여 Georgia주 Marietta 공장을 거쳐 15일 Maryland주 Patuxent 해군기지에 도착, STOLV 관련 시험비행 및 점검을 약 한 달여 일정으로 진행할 것으로 알려져 있습니다.
